Due to quick bill referral by Lt. Governor Patrick, Sen. Paul Bettencourt (R-Houston) passes SB 8, SB 12, and SJR 2 out of Senate unanimously for second time with tremendous bipartisan support, 29-0. These bills are designed to build upon the property tax reform and relief and school finance reform efforts from the past sessions and have the majority of Senators as bipartisan co-authors. In SB 12/SJR2 the implementation date will be January 1, 2023 due to lack of quorum to pass the bills the first time in the House.

Resistance is growing to Gov. Greg Abbott’s May executive order that Texas schools can’t require masks, with an advocacy group suing to block the order and some of the state’s biggest districts issuing mask mandates anyway or indicating they want to.
It is unclear when exactly the Texas House will have a quorum again, but when it does, the Democrats may return to find a less friendly chamber than the one they left weeks ago.
